I am not an astronomer.  But one  of my prime search in Quran was sun, moon, and universe.  By coincidence  I could find 19 link to Creation of Earth and  Universe in 6 days ,   This encouraged me to do more search.

Moon got its  priority when I read above verses in Quran.     Rashad Khalifah in   *19* The Creator's Signature    indicates   Meton Years linked to 19 code.
Moon has been mentioned in Quran 26 times

In above  verses you notice easily that God explains:

"" MOON IS A CALCULATING DEVICE FOR TIMING.""
I had such vision that my search will end to discover a link of moon to timing.
I had to learn  many things about colander and timing which I did not know prior to  this search.

 I found Moon Cal  program  available on the line by Dr.Mansur Ahmed.  I  used this program for my search in his courtesy.

This program shows perfectly how the moon is wobbling (nutrition) during 24 hours by minute and angle.
I  visited astronomers forums and asked if any data is available for moon wobbling.  I could not find any link.
I tried to find my own figures.  Took hours and day in the mean time discussing constantly in religious forums too.

I discovered that moon completes its wobbling following completion of earth rotation by a delay of 60 minutes maximum. and minimum 41 minutes .  The program shows that takes 19 day for such max-min cycle . (One minute per day in average)
A complete cycle * -  has pried for 38 days.

In   following charts   you see these cycles in different months.    Moon Calc.  data   has been used for these charts.

I checked around and did not find any record for such phenomenon up to date.

Few months ago  I  found that new discoveries shows 19 code link in earth nutation too!!!

Nutation graphed here is divided into components along (longitude) and perpendicular (obliquity) to the ecliptic -- not the Earth's equator. The chart is setup to display two cycles of this phenomena.

We read in  same site explains:

"Nutation is a small cyclical motion superimposed upon the steady 26,000-year precession of the Earth's axis of rotation."
Now i could see loose gears of time clock here and there.  But my knowledge is not enough to set up these gears to build a clock working with heavenly body.
Now I had to learn how time is measured and what is the unit.
I found the final solution which could not be better than length and weight unit:
But we no longer look to the sun to determine when one day has ended and another has begun. Instead, we use Atomic Time. That system defines a second as the duration of 9,192,631,770 cycles of radiation that corresponds to the transition between two hyperfine levels of the ground state of cesium 133. 1

The reason for choosing cesium is that is claimed its atom could be found all over universe. But simply the chemical reaction  could be changed due to heat and other forces.
Now we are traveling  into space that clearly displays its timing cycle by code 19.
I believe that our Creator has designed  the most sophisticated timing device (Moon)  for calculating ours in the most effective and certain method up to infinite.

I have vision that Moon is like a pendulum for our timing synchronized with whole universe linked by earth, sun. and...

Now i explain what is my vision :
We read
 ( steady 26,000-year precession of the Earth's axis of rotation .)
26000 year have been reported less in other sites.
It seems that exact figure  is not known.
Let us assume that this period ia 25992 years (8 years less) which is multiple of 19
This is the largest gear of our clock that displays earth nutation per every 19 years.
Next gear is :
Moon's Metonic Cycle 19 Years + 0 to 2 days

 and now we see moon wobbling timing some how is linked to 19 code too.

The following  is just a draft idea for a clock using 19 code.

PS.  If we add 41 minutes ( Min delay time)  per day  to a Lunar days in year it equals to solar year days approximately.

365.25*41=14975.25 minutes / 60= 249.59 /24=10.4 day close to 11 days difference per year with solar.
